Background. The act of modification of telecommunication of network systems based on highaltitude platforms is substantiated. It is shown that it is possible to use for this purpose (as an alternative to the use of aerostats) tethered unmanned aerial vehicles, to which the flexible metal cable is supplied with electric voltage from the ground control point. This makes it possible to solve a number of multi-field problems of local cellular coverage in a large area.
Materials and methods. The analysis of the main tactical and technical characteristics of aerostats, which are used as modern high-altitude masts of telecommunication network systems, is carried out. A list of possible applications of unmanned aerial vehicles (UAVS) in various areas, as well as a diagram of the "once-solved" the use of UAVS is presented.
Results. Cabling in reside-ing BLAH allow to relay a signal to the work-nodostupnyh or slavomacedonia area, as possible without reference to a specific area to cover with the signal trudnostey-regions and thus can find a wide application in the near future, which is a promising direction of development of telecommunication network management  and communications. Conclusions. The concept of creating a new generation of high-altitude tethered telecommunication boards and tethered multi-purpose UAVS is substantiated. A number of examples of its practical im plementation on the basis of UAVs helicopter or aerostatic type, when it does not require a large range of drone, but it is necessary to long hovering at a certain height to perform multi – purpose tasks video, long-term surveillance, relay radio signals, is Proposed to use radio or optical communication as telecommunication channels for receiving/transmitting information
